You can open up an attic with a Dormer Addition to create more living space. In Portland there is a "Small Addition" criteria for dormers at 12' or under that eliminates the engineering requirements. There are several standards that have to be met. Attached below are several pdf files that will let you know if your house is eligible under this criteria.
